Document issued by the Israel Ministry of Foreign AffairsThe preservation of the national and international security has always been a major concern to the State of Israel and its allies. The Middle East Region, where the state of Israel is located, is seriously threatened by multinational terrorist organizations whose reiterated hostilities seek to worsen the already existing volatility. Due to this fact, a potential attack on our nation cannot be dismissed at any time, turning nuclear terrorism into a serious threat to our sovereignty and therefore a priority in our agenda.
Despite the fact that the State of Israel withdrew from the Non-Proliferation Treaty as a preventive measure to further enhance our national security programs and to enable the free exercise of self-defense without attempting against international law, the Israeli Interior Ministry has declared that, at the time, the State does not possess any nuclear warheads that could be used to harm foreign nations. Moreover, the Israeli government promotes diplomatic measures among the Middle Eastern countries with the purpose of preventing the proliferation of atomic material for non-peaceful applications, either to manufacture clandestine nuclear weapons or to commit attacks with radioactive materials such as “dirty bombs”.
As a way to ensure the fulfillment of international treaties, the Israeli nuclear program which is controlled by the Israel Atomic Energy Commission, is safeguarded and supervised by the IAEA. Moreover, the State of Israel as a signatory of the Convention of Physical Protection on Nuclear Materials (CPPNM) holds the compromise for the safeguard and protection of radiological materials; with the purpose of preventing the proliferation of dangerous materials that represent a potential threat to regional and international security. Currently, the State of Israel has been targeted by multinational terrorist organizations that threat national integrity. Terrorist groups such as Hammas and Hezbollah have attacked Israeli territory since the last two years, provoking casualties on military and civilian personnel. With this violent precedent, the State of Israel shall prevent at all cost the acquisition of nuclear material by foreign terrorist groups due to the massive damage that a major attack with these weapons could produce.
The State of Israel always concerned by regional and international security proposes multinational cooperation on the safeguard of nuclear material as well as the protection of nuclear technology. Moreover, the State of Israel invites Egypt, Jordan and the Syrian Arab Republic to sign the CPPNM, in order to ensure the protection of radiological materials that could be used to perpetrate terrorist attacks. However, the State of Israel suggests:
- The submittance to IAEA’s safeguards to all the countries that posses nuclear energy programs.
- Furthermore, as the CPPNM states “Each State Party shall take appropriate steps within the framework of its national law and consistent with international law to ensure as far as practicable that, during international nuclear transport, nuclear material within its territory” (Article 3, CPPNM). For the same reason, each country that possesses radiological material shall protect it by all means, in order to prevent further non-peaceful or terrorist usage.
- Moreover, the State of Israel strongly recommends the military safeguard of nuclear material;
- In the same way, it suggests to increase protection over the nuclear arsenals of the country that posses them.
Nevertheless, the State of Israel is willing to cooperate by all the means required to preserve the regional security by the total prevention of terrorism and the complete protection of nuclear material that is used for peaceful purposes.
